Development
The existing Elk Park School was constructed by the Works Progress Administration between 1935 and 1938 and served as an elementary school for its small Appalachian community for over 60 years. The historic stone-faced school building lies on a 5-acre, multi-level site with magnificent views of the surrounding mountains.
Northwestern Housing Enterprises, Incorporated (NHE) performed historic rehabilitation on the old school and built a new structure to the rear of it, providing 40 units of affordable housing for low-income elderly and disabled residents. There are 3 two-bedroom units and 37 one-bedrooms, 10 of the units are fully accessible for mobility impaired residents. The buildings contain the following: Existing Building
Sixteen units constructed within the historic school building, along with a manager’s office, social services office, laundry room, library and television room. The existing gymnasium with stage and adjacent baseball field are
refurbished and made available for public use, providing much needed community facilities for the Town.
New Construction
The new building contains 24 units in a 3-story, elevator building, and two laundry rooms.
Additional on-site amenities include community gardens, landscaped conversation areas in two courtyards, a gazebo and a walking trail.
Financing
The $4.7 million cost of the rehabilitation and new construction has been financed by the syndication of Low-Income Housing Tax Credits and Historic Tax Credits and with below-market rate loans from the Federal Home Loan Bank of Atlanta and the North Carolina Housing Finance Agency. The development placed in service in April of 2004. Affordability for tenants is assured through Project-Based Section 8 Vouchers provided through NHE’s affiliate, the Northwestern Regional Housing Authority (NRHA), which also contracts for property management of the apartments. The Historic Elk Park School development received Awards of Merit from the Historic Preservation Foundation of North Carolina and from the National Association of Housing and Redevelopment Officials for excellence in adaptive reuse.
